On 5 June 2008, CPI and Heilongjiang Provincial Government signed a framework agreement on joint development of coal, power, chemistry and smelting in Daxinganling Region in Ha’erbin city. According to this agreement and national requirement of function zoning, CPI will cooperate with Daxinganling Forestry Group to develop mineral resources in the region and energy projects with coal as basis, electricity as pillar, coal chemistry and metal smelting as key components with the objective of establishing a recycling economic zone and making contribution to local economic and social development and environmental protection.
