On 17 December 2007, the National Development and Reform Commission ratified the expansion project of Kaifeng Thermal Power Plant to promote the shutting down of small thermal power units, optimize power supply structure, improve energy efficiency, reduce emission of pollutants and meet power demand.

The project will install 2X600MW domestic super-critical coal-fired units. According to the price level of 2006, the dynamic investment of the project is 4.56 billion RMB. CPI has a controlling share of 51%.

The project is located in the eastern hub of Henan 500 KV central grid, which will replace 48 small thermal power units with the total installed capacity of 720MW to save 870,000 tons of coal and reduce 21,000 tons of SO₂ emission
